What to do with my out of control brother...?

Facts about me: Im 15, nearly 16, smart, scared, in need of help. My brother: 11 years old, been excluded twice from school in his first secondary school year, reasons: burning another pupils hair, throwing water over a teacher, continuous truanting, swearing at teachers, general defiance, and more. There is MANY stories and other unthinkable facts I could say, he smokes, (hes 11), gets brought home on average twice a week by the police who treat my mum like shit. He has before threatened to stab us and on multiple occasions I know personally he would actually stab us on certain occasions (I had to pin him down), he smashed the front door window, nearly smashed back door window (differnt occasion) sold my xbox (though I dont use it, its not the point) steals off mum, got caught stealing fags off mum, vandalizes property (broke a kids £50 phone last week and mum had to pay). Oh my god I could go on for ages and probably have missed out other major events, he has NO respect for anyone in the family, he bullies kids, hes kicked my auntie, called our nan a slag (shes not) a c word, etc, you must think "oh but he wouldnt go mad for no reason...?" try this, not giving him £1, telling him to go in his room, taking away his belongings as punishment, grounding him, etc. We have rang the police out SEVERAL times on him for his uncontrollable behaviour at the time, threating to stab me, my auntie, my mum, and them himself, which he probably would do, before he threw a pair of garden shears at me and scarred my leg, bullies me (verbally), calling me fat and stuff yet he himself is large and I wasnt as big as him at my age (Hes not MASSIVELY fat, but a bit), he can give verbal abuse but my no means least can take it, he chants "fatty!" "Spotty!" to me and shiz like when I had guttate psoriasis, my dad doesnt live with us but he does see him 3 times a month, to be fair, only me and my 13 year old brother do, my brother who is like this usually runs off early and hangs around with his friends who are very much like him (they dont be this rude to there mums and actually care about getting caught though),mum has twice rang social services to get him help, to get him moved out is what she wants now, I came in from Youth Wing and she was crying, basically in this one of many stories, the police brought him home for something (idk what) and mum sent him straight to his room and grabbed him (no, she does not hit us), the policeman said, see what your doing to your son... so mum was like "Im at witts end with his behaviour, hed be better off in prison or living on the streets" as she is physically and mentally tired of putting up with him, shes tried treating him, disciplining him, etc... tried getting him a hobbie, new normal friends, but he wont have any of it, he goes out while hes excluded (to meet his friends who will bunk from school) even though mum could face a fine or even legal action in court, social services wont do sh1t all and wont reply though its been 2 months, she has said its near enough urgent, dad wont take him cause of his shiz behaviour and his house is full (lives with his girlfriend), something needs doing, none of our family even likes him anymore, mum has said she wishes she miscarried now or never had him which I believe she truly believes, he needs to respect our family, my nan, 65, he calls all the names under the rainbow, he stole money from my other 82 year old grandad at his farm (in his caravan on the farm) and grandad did not allow him on the farm so he said to our grandad "oh fk off you old c**t", I think its safe to say most of our family near hates him, and dont even "love him" because hes a close relative anymore, we need something big to happen, when he moved in with my auntie for like 4 days our lives at home were MUCH better, mum was happier, I am by NO means a goodie 2 shoes, Ive done stuff in the past, but Im mature now and was never as bad as him, Im actually quite smart and street wise, know what to do and what is taking it too far. Please help, theres literally nothing we can do.

Why cant I move on anymore?

Hey guys and girls, Im probably going to sound like an idiot and not so ordinary for the next few paragraphs but what have I got to lose even if I dont feel so confident asking this? I live in a suburban home around a rough town area. Im not trying to make this sound like I have a bad life its just something I need to find out. Autumn / Winter 2008 I was 13 years old at the time and im on my way to meet this Beautiful girl who was probably the best thing to happen in my life, we talked and it pretty much seemed like love at the time, whenever she looked at me I was overcome instant happiness. As time moved on it went into winter, my parents where having there differences and my dad ended up not living with me anymore for around 4 months, my dad never did pay that much attention to me. During this he did take me to go watch some films at the cinema, one which I recall was Four Christmases which I enjoyed because it did remind me of that girl I liked for some odd reason. Its quite strange how I find this period the prime of my life time that I will never experience again. Now here comes the sad part. Spring 2009 It is 2009 which I did not know at the time was going to turn out to be the worst year of my life so far. The girl I like, im still talking to over the internet and in school and eventually my dad settles his differences with my mum after cheating on her and is now living back with me. Im now 14. A couple months later I was jumped by 2 people who where recording it while threatening to stab me. This has gave me symptoms of PTSD. Around this period, the girl I was talking to, we were slowly starting drifting away, less conversations then we used to have, less hellos in school and such and such. Summer 2009 I ended up getting into a fight with someone who has been bullying me, after this he no longer bullied or even attempt to talk to me. Im still shocked from what has previously happened in spring. I was starting to ignore the girl I liked as I felt she was only playing with me just to increase her ego To top it off my pet bird which I had for 10 years, died...it made me feel some what empty inside Autumn 2009 The girl I ever so loved, where no longer talking, where did I go wrong, I never even got to have a chance with her in a relationship? I guess ill never know, maybe it was something that was supposed to happen, maybe I was never supposed to loved? I ended up getting into combat sports around this time which I had a talent for, I always felt like I was a good fighter. Spring 2010 Now im 15. My best friend moved away to another area in england. As for the girl she is no longer in my school because it was her last year, I dont think we ever made eye contact again. I would like to think she just forgot about me, chewed me up and spit me out just to boost her confidence about herself while trying to make me feel like I was just played with. Now that is the background of the past 2 years... The problem im having is that im attempting to replicate my entire life in 2008, by listening to the same music I did then, avoid doing new things such as training for the combat sports and just doing the little things I did then. Its like im trying to repeat everything that ever happened to me that year in maybe a failed attempt to experexperience sweet moment of Fall and Winter of 2008 once again, I feel like everything in my room played a part on what happened so I avoid throwing away things.
Answer: I don't know why you can't move on but all I can say is that you are young and life gets better. Make some new friends, and maybe you can buy a new pet for yourself. Get some new hobbies that you enjoy. You are only 15 and you have lots of life ahead, stop living in the past and start trying new things. You might want to talk to your school counselor if you have one. Take care
